Military Extension of the Home-Buyer Tax Credit

Members of the military who serve outside the U.S. for at least 90 days between December 31, 2008, and May 1, 2010, have an extra year to buy a home and qualify for the $8,000 first-time home-buyer credit or the $6,500 credit for longtime homeowners who buy a new home. Instead of having to enter a binding contract to buy a principal residence by April 30, 2010, and close on the house by June 30, 2010 -- which is the rule for everyone else -- service members have until April 30, 2011, to sign a contract and until June 30, 2011, to close on the sale.

This extension also applies to members of the Foreign Service and employees of the intelligence community who are serving on official extended duty outside the U.S. In both cases, only one spouse must be serving on official extended duty to qualify for the extension.

Charleston AFB Home Buyers Will Pay Thousands More This Spring

Don’t Wait to Buy

Waiting a few extra days or weeks to purchase a home this spring could cost Charleston AFB home buyers thousands of extra dollars as the office of Housing and Urban Development (HUD) implements several changes for loans guaranteed by the Federal Housing Authority (FHA).

Coming just weeks before the April 30 deadline for the
Home Buyer Tax Credit and just days after the March 31 expiration of the Federal Reserve Board's mortgage backed securities purchase program (which has kept home loan rates artificially low for over a year), these FHA changes make it even more important to act now to save big.

Here are a few reasons why home buyers must

ACT NOW:

On April 5th, the cost of required up-front mortgage insurance for loans guaranteed by the FHA will increase from 1.75% to 2.25%. For a borrower purchasing a $200,000 home with a $7,000 down payment, the up-front mortgage insurance will increase by $965. Up-front mortgage insurance is typically financed in the final loan amount so the impact to a monthly payment will be minimal but overall, the increase is still borne by the borrower both upfront and monthly.

Later this spring, the amount of money that a seller can return to the buyer from their sale proceeds will be reduced from 6% to 3%. The reduction in these "seller concessions" can increase the amount of cash a buyer will be required to pay at closing by $6,000 for a home purchase of $200,000.

There is only one way to avoid being affected by all of these costly changes that lie ahead –

 FIND A HOME now and submit all FHA mortgage applications by the last week of March 2010.

Waiting for further federal developments, however, will drastically reduce a buyer's negotiating power, as more people get back into the market and competition returns. Also, the tax credit deadline is June 30, 2010.

AMOUNT OF CREDIT

Maximum credit issued will be $8,000

ELIGIBLE PROPERTY

Any single family residence (including condos,

co-ops and townhouses) that will be used as the principal residence.

REFUNDABLE

Yes. Reduces (or, can eliminate) income tax liability for the year of the purchase. Any unused amount of tax credit will be refunded to the homebuyer.

INCOME LIMIT

Yes. Full amount of credit available for individuals with adjusted gross income of no more than $75,000 ($150,000 for a joint return).

FIRST TIME HOMEBUYER ONLY?

Not necessarily. Purchaser (and purchaser’s spouse) may not have owned a principal residence in 3 years prior to purchase.

REVENUE BOND FINANCING

Purchasers who utilize revenue bond financing can use credit.

REPAYMENT

None, for purchases on after January 1, 2009 and before December 1, 2009.

RECAPTURE

None, unless the home is sold within three years of the purchase. If the home is sold within three years original purchase, the entire amount of credit is recaptured upon sale.
